An electric utility shall make net energy metering available to qualified purchaser-generators on a first-come, first-served basis right until the earlier of both: (i) June 30, 2029; or (ii) the main date on which the cumulative generating potential of Internet metering methods equals four % from the utility's peak demand for the duration of 1996.
